Rashtriya Janata Dal chief Lalu Prasad, who met Congress president Sonia Gandhi on Saturday, said on Sunday that the two parties had strong bonds and that like-minded secular forces should come together to keep the National Democratic Alliance at bay.
“I have a strong bond with Sonia Gandhiji... come what may I will never abandon her,” he said, whose meeting with Ms. Gandhi in New Delhi fuelled speculation that it was related to Railway Minister Mamata Banerjee’s reported plan to seek a CBI inquiry into the alleged job scam in that Ministry during his tenure.
The RJD leader said a secular alliance in Bihar and Jharkhand was the need of the hour to keep the communal forces out. “I discussed the matter [with her] and we are waiting for a positive response,” he said.
The meeting came close on the heels of a recent visit by members of an AICC committee to Jharkhand to assess the ground situation there and find out with whom the party could align. In the Lok Sabha polls in Jharkhand, the Congress had entered into an alliance with the JMM, dumping the RJD.

Rahul Gandhi’s flying visit to TN cost over Rs.1 crore
“As a politician, you have a duty to be austere,” Rahul Gandhi told reporters here last week during his tour of Tamil Nadu. But the travel bill the Congress general secretary toted up during his three-day visit down south ran to seven figures, not exactly a sum the word “austerity” conjures up.
At about Rs.1.5 lakh an hour for a helicopter, and Rs. 1.1 lakh an hour for the Beechcraft aircraft that Mr. Gandhi used for most of the long haul, his Tamil Nadu darshan would have cost the Indian National Youth Congress over Rs. 1 crore in helicopter and fixed-wing aircraft hire charges, The Hindu has established.
The 2006 Beechcraft King Air 350 aircraft, operated by the New Delhi-based Air Charter Services Private Limited, has a 10 per cent plus service charge too. The crew in both instances need to be looked after by the persons hiring the aircraft. Added to this is the expense of the SPG, which tailed the Pawan Hans helicopter in an Army helicopter.
Mr. Gandhi, who was on a day-long whirlwind tour to southern districts on September 8, used a Pawan Hans helicopter from Thiruvananthapuram after arriving there in the Beechcraft (VT-ACD).

Arunachal asks New Delhi to act against Chinese claims
The government in the frontier state of Arunachal Pradesh on Tuesday urged New Delhi to act tough on Chinese claims over the state and snub Beijing's opposition to Dalai Lama's proposed visit to the region.
"Chinese claims over Arunachal Pradesh are simply baseless and not correct. Arunachal Pradesh is an integral part of India and would continue to do so," said Arunachal Pradesh Chief Minister Dorjee Khandu.
Beijing in 2003 gave up its territorial claim over the Indian state of Sikkim but still holds on to its stand that nearly all of Arunachal Pradesh belongs to it.
The mountainous state of Arunachal Pradesh shares a 1,030 km unfenced border with China.
"The Government of India should be more assertive and make its stand on Arunachal Pradesh very clear to China. New Delhi needs to make a bold statement about frequent Chinese claims," said a ruling Congress party MP from Arunachal Pradesh, Takam Sanjay.
The reaction of Arunachal Pradesh lawmakers comes at a time when there are allegations of a Chinese intrusion in Ladakh in Jammu and Kashmir, besides similar apprehensions from the Chief Minister of Uttarakhand state that shares a border with China.
China last week raked up a controversy asking India not to allow Tibetan spiritual leader Dalai Lama to visit Arunachal Pradesh in November.

CBI tells SC it's ready with chargesheet against Maya
Virtually driving the last nail into the coffin of an uneasy relationship between Congress-led UPA and BSP supremo Mayawati, the CBI
has told Supreme Court it has prepared and vetted the chargesheet against her in the disproportionate assets case.
If the SC clears the chargesheet, the curtains would go up on a high-voltage political drama as summons would be served on her, raising the possibility of arrest and Mayawati seeking bail. The CBI said the chargesheet against her has received the green signal from the competent authority for being filed in the trial court.
On May 15 last year, the SC observed that it would like to see the probe details before passing any order on the case. The court said this in response to Mayawati’s petition seeking quashing of the FIR in the DA case on the grounds that the Centre was using CBI to settle political scores.
In its fresh affidavit, the CBI said: ‘‘The competent authority has already taken a decision to file final report (chargesheet) under Section 173 of the Criminal Procedure Code in the trial court.’’ The CBI’s 12-page affidavit was filed a good six days ahead of the scheduled hearing of the case on July 13.
The CBI said the pendency of Mayawati’s plea was only delaying the chargesheet. However, additional advocate general Shail K Dwivedi on Friday sought two weeks’ time from a Bench comprising Chief Justice K G Balakrishnan and P Sathasivam to enable the CM to file her reply to the CBI’s latest affidavit.
Maya trying to shift focus, says CBI
The CBI told the Supreme Court on Friday that that it has prepared and vetted the chargesheet against UP CM Mayawati in the disproportionate assets case. When the Bench comprising Chief Justice K G Balakrishnan and P Sathasivam asked additional advocate general Shail K Dwivedi to make the request on Monday, Dwivedi said he would circulate a letter seeking adjournment of hearing on Mayawati’s petition.
But, the CBI was unequivocal in its stand. ‘‘The investigations have revealed that Maya-wati and her relatives had acqu-ired large assets in the period immediately prior to registration of the case on Oct 5, 2003, which were beyond their known sources of income,’’ it said.

Mamata making railways East India Company: BJP
The Bharatiya Janata Party (BJP) on Tuesday asked Railways Minister Mamata Banerjee "not to make Indian Railways an East India Company" and alleged that the United Progressive Alliance (UPA) government has favoured West Bengal at the cost of many other states in the rail budget.
"India is not (West) Bengal. Hundred-nine adarsh (ideal) stations out of 309 have gone to Bengal (which is in the east). What is going to happen to the rest of the country? Don't make the railways an East India Company," said BJP leader Ananth Kumar during discussion on railway budget in the Lok Sabha.
Maharashtra, Rajasthan, Madhya Pradesh, Chattisgarh, Jharkhand and other sates were neglected in the railway budget, he said.
He said the Railway Budget was the election manifesto for 2011 West Bengal polls.
Ananth Kumar's allegations irritated Banerjee, who intervened many times during his speech to clarify the Ministry's position on various allegations.
At one point of time, Banerjee shouted: "I respect your state. I respect India. Please don't insult my state."
The BJP MP, who is also party general secretary, began his speech congratulating Banerjee for defeating the Left parties in West Bengal in the recently held Lok Sabha polls and for declaring that a white paper should be issued on the railways.
Taking a dig at former railway minister Lalu Prasad, the BJP leader said the white paper would not be complete if the work of the last five years' activities of the ministry was not included in it

China tested nukes for Pakistan, gave design
WASHINGTON: While an assortment of non-proliferation hardliners and hi-tech suppliers treat India with immense suspicion in the matter of nuclear trade predicated on tests, it turns out that the United States and the west were fully aware of Chinese nuclear weapons proliferation to Pakistan, including conducting a proxy test for it, as far back as 1990.
In some of the most startling revelations to emerge on the subject, a high-ranking former US official who was also a nuclear weapons designer has disclosed that ''in 1982 China's premier Deng Xiaoping began the transfer of nuclear weapons technology to Pakistan.''
The whistleblower isn't a think-tank academic or an unnamed official speaking on background. Thomas Reed, described as a former U.S ''nuclear weaponeer'' and a Secretary of the Air Force (1976-77) writes in the latest issue of Physics Today that China’s transfers to Pakistan included blueprints for the ultrasimple CHIC-4 design using highly enriched uranium, first tested by China in 1966. A Pakistani derivative of CHIC-4 apparently was tested in China on 26 May 1990, he adds.
Reed makes an even more stunning disclosure, saying Deng not only authorized proliferation to Pakistan, but also, "in time, to other third world countries.'' The countries are not named. He also says that during the 1990s, China conducted underground hydronuclear experiments—though not full-scale device tests—for France at Lop Nur.
Reed’s disclosures are based on his knowledge of and insights into the visits to China by Dan Stillman, a top US nuclear expert who went there several times in the late 1980s at Beijing invitation, in part because the Chinese wanted to both show-off and convey to the US the progress they had made in nuclear weaponisation.

N-deal: We can test, assures Govt
The UPA government has rejected the BJP’s charges that it surrendered its right to conduct nuclear tests to the US.
Congress spokesperson Anand Sharma said India reserved its right to nuclear tests under the 123 agreement.
BJP charges are preposterous, the Congress leader said.
The government was forced to issue this clarification after details of the secret letter sent by the Bush administration to the US Congress were revealed.
First BJP attacked the government, and then the Congress party's new found supporter, the Samajwadi party said it was in a dilemma over the new developments in the nuclear deal.
Reacting to the latest developments on the nuke deal, SP chief Mulayam Singh Yadav said he is in a ' duvidha ' (dilemma) as the letter being reported by the media is saying something else and the Congress party's Pranab Mukherjee has said something. "I will study this properly before I can react", Mulayam said.
The Congress, however, got into the damage control mode in a jiffy, and sought to allay his fears and tried to reassure him that there was nothing in the latest development that is not already known.
Earlier, the BJP accused the Prime Minister of “misleading” Parliament and the country on the nuclear deal issue.

Cong eyes TMC as ally, steers clear of Singur
At an award ceremony for small industries, the Prime Minister had said a lot about need for industrial growth, but not a word was spoken about Singur and the disruption at the TATA Nano plant there.
The Prime Minister's silence speaks loudly about the dilemma within the UPA Government and Congress.
Pro-reform leaders like Dr Manmohan Singh and Commerce Minister Kamal Nath are uncomfortable with Ratan Tata's despair.
"The Centre can and will play a role if required and if desired to facilitate any discussion on the matter," Kamal Nath had said a few days earlier, but he was quickly and politely asked by his party to keep his thoughts to himself.
The fact is that the Mamata Banerjee factor is at play. Planning for Lok Sabha elections and looking for new allies, the Congress doesn't want to antagonise her.
So, despite Kamal Nath's offer of Central help to bail out both the Left government and the TATAs of the Singur mess, Congress has decided to play it safe and not get involved.
Science and Technology Minister, Kapil Sibal said, "It's for the state government to decide what they want to do and the state government should deal with the matter."
The split within the UPA Government and Congress party is once again wide open.
While Kamal Nath and External Affairs Minister Pranab Mujherjee feel too much is being given to Mamata, others like Kapil Sibal and Information & Broadcasting Minister Priyaranjan Dasmunshi feel that the party must be pragmatic.
It's not just about Mamata. It is also the pro-farmer image of the Congress which is at stake.
Riding high on the farm loan waiver issue, Congress prefers to side with the farmers and Mamata saying that their rights are more important and with this, there is also the added joy of seeing a squirming Left.
It seems as if politics is once again getting an edge over economics. So what if pro-reformists like the PM and Kamal Nath frequently pitch for industrialisation? They are aware that in times of rising inflation and with the party preparing for the Lok Sabha elections, it is politics which wins hands down.

US State Dept confirms Modi will not be given visa
United States has confirmed in a letter to Congresswoman Betty McCollum that Gujarat Chief Minister Narendra Modi will not be granted a visa to attend the World Gujarati Conference that is being held in New Jersey this weekend, the Coalition Against Genocide (CAG) has said.
On July eight, the Democratic law maker petitioned the State department against issuing a visa for Modi and a reply to this was sent by Mathew Reynolds, the Assistant secretary of State for Legislative Affairs.
"The Department of State is extremely sensitive to your concerns and we are cognizant of the human rights abuses Modi has committed," Reynolds has said in his reply that has been circulated by the CAG, a diverse spectrum of groups and individuals in the US and Canada that have come together in response to the Gujarat 2002 riots to demand justice.
"We have thoroughly searched Department records and located no current non-immigrant visa applications for Modi. However, should we receive an application, we assure you it will be adjudicated in strict accordance with the Immigration and Naturalisation Act," the official said.

Minister warns against 'Hindu fundamentalists', draws flak
The ongoing violence in Orissa has prompted the Centre to come down heavily on certain Hindu groups, accusing them of being involved in other cases as well.
As fingers point to SIMI in the aftermath of the Ahmedabad blasts, Minister of State for Home Affairs, Sri Prakash Jaiswal, has come on record to say Hindu fundamentalist groups are under suspicion as well.
Seven bombs were seized from the coaching centre in Kanpur on Tuesday, Jaiswal's constituency.
“Two persons were killed making bombs in Kanpur, they are from the Bajrang Dal,” he said.
Many are questioning the timing of this statement. “We condemn the allegation. They (Congress) have turned the CBI into a political too,” said BJP leader Ravi Shankar Prasad.
The ministers in the UPA have gone on record to say that if SIMI is to be banned, the government should also look at banning groups like Bajrang Dal
Its critics say that unable to come out with a clear answer on the Kashmir crisis, the Government is doing political shadow boxing, turning the fight against terrorism into a fight against the Opposition.

Chiranjeevi all set to take new role
Tirupati (PTI): Telugu superstar Chiranjeevi will formally launch his political party at a public meeting in this temple town on Tuesday, which will have all the ingredients of a blockbuster with party's name, flag still kept under wraps.
The 53-year-old actor, who announced his plans to take a plunge in politics at a press conference in Hyderabad last week, will reveal his party's name and programmes at the 'mega show' here.
Chiranjeevi, accompanied by his family members, would be reaching Tirumala on Monday night and offer worship at the hill shrine on Tuesday morning before addressing his maiden public meeting. To give a cinematic touch to the rally, a chopper will shower petals, while another will film the programme with movie cameras, organisers told PTI.
They also said that besides 18 special trains, about 1500 buses, including state transport buses, thousands of cars, vans, and trucks would be engaged to transport people from all parts of Andhra Pradesh to the venue of the meeting at Rajiv Nagar.
Moreover, 10 special trains have been booked to take the participants and mediapersons from Hyderabad. A large number of film personalities and a group of NRIs who have arrived in the state capital from the US last week to campaign for the party and mobilise public support for Chiranjeevi would also be participating in the meeting, the organisers said.

Nobody can stop me from becoming PM: Mayawati
Lucknow (PTI): Unfazed by the failure of efforts to pull down the UPA government that may have pitchforked her into national centrestage, Uttar Pradesh Chief Minister Mayawati on Saturday said that "nobody can stop her from becoming Prime Minister".
In a show of strength a fortnight after the attempt in Parliament floundered, the BSP leader addressed a huge gathering of her party workers and supporters and a surprise presence in the stage was that of suspended Congress leader and former External Affairs Minister K Natwar Singh.
Singh and his son Jagat Singh, an expelled Congress MLA in Rajasthan, are expected to join the BSP.
"If I can become chief minister of UP four times...why cannot I become the Prime Minister. If people from sarv samaj (all castes) continue to support the BSP nobody can prevent her from becoming the Prime Minister," she said addressing the party's National Workers Convention here.
Mayawati accused the "casteist" forces, UPA and NDA, of conspiring against her before trust-vote in parliament so that "a dalit cannot become PM".
"I am proud of taking birth in a dalit family. My life is a struggle and I will continue to work for dalits and poor throughout my life", she said striking an emotional chord with the party workers.
Alleging that oppoistion parties were trying to malign BSP government in the state, she cautioned party workers to remain alert against any propaganda against her government.

Cong backs demand for ban on RSS by SP, RJD
NEW DELHI: The Congress on Wednesday supported the demand of Samajwadi Party and Rashtriya Janata Dal to ban the Rashtriya Swayamsevak Sangh (RSS).
"The RSS has been banned three times in the past and I do not think the demand to ban it again is unjustified," said Congress spokesmen Shakeel Ahmad.
His reaction came in the wake of both the SP and the RJD demanding a ban on organisations like the RSS and the Shiv Sena.
Ahmad, who is also a minister of state for home, clarified that he was speaking on behalf of the Congress party and not the Government.

Karat rejects Mayawati as PM candidate
NEW DELHI: CPM general secretary Prakash Karat on Thursday made it clear that BSP chief Mayawati was not their PM candidate for the coming polls. "Our current relationship with the BSP is an electoral adjustment," Karat said. ( Watch )
Speaking to Times Now, he said that the current alignment was not a third alternative and added that the third alternative would be based on the Common Minimum Programme.
The CPM general secretary also ruled out any chance of a post-poll alliance with the UPA. "Post-poll 2009, there will be no tie-up with the UPA, come what may", Karat emphasised.

CPM keeps the door open for Somnath?
The CPM is keeping the door open for Somnath Chatterjee to appeal against his expulsion.
This indication came from party general secretary Prakash Karat himself who, after attending the meeting of the West Bengal party state committee in Kolkata, said there are provisions in the party constitution for appeal. At the meeting, questions were raised about the action against Chatterjee and whether reinstatement was possible.
First in Hyderabad and now in Kolkata, twice since Somnath Chatterjee's expulsion, Prakash Karat has described the need for the action as unfortunate and indicated that an appeal against the expulsion under Article 19 Clause 13 of the party constitution was still possible.
"Our party constitution has various provisions for appeal. The questions is, as far as this matter is concerned, I don't want to say anything more," said Prakash Karat, general secretary, CPM.
In Kolkata to attend a meeting of the state committee of the West Bengal unit of the CPM, Karat addressed questions raised on Somnath Chatterjee's expulsion. Only one member of the committee, Subhash Chakraborty, has publicly sided with Chatterjee.
"Whether he continues as Speaker is for him to decide. Whether he should be in the party is for the party to decide," said Karat.
The CPM has decided to explain to party members in greater detail the decision to expel Somnath Chatterjee. Whether he plans to appeal against his expulsion is not known but the Speaker is expected in Kolkata on Monday and likely to meet Jyoti Basu.

'Delay in Afzal Guru's hanging emboldened terrorists'
NEW DELHI: Linking the delay in hanging Parliament attack convict Afzal Guru to the serial bomb blasts in Bangalore and Ahmedabad, a prominent anti-terrorist front on Sunday said intelligence agencies should be out of the ambit of the Home Ministry for "neutrality and effectiveness".
"All these terror attacks are a result of the political indecision that has stopped the hanging of Afzal Guru. They (terrorists) are emboldened by the fact that Afzal has not been hanged even after being convicted," All India Anti-Terrorist Front Secretary M S Bitta said.
Demanding that intelligence agencies like IB and RAW along with CBI should be taken out of control of the Home Ministry to maintain their "neutrality" he said, "These agencies should be under the control of the President, the armed forces or the Chief Justice of India.
"We have already seen what the Home Ministry has done while blasts have taken place all over the country," he said.
Alleging that these agencies are now being used for political purposes, Bitta said "this has weakened the efficiency of both IB and RAW".
Calling for a strong "political will" to counter the menace, he said political parties need to sort out their differences and work for the security of the common people.
"The main issue here right now is not the nuclear deal but issue of the people's safety," he said.

Thackeray lambasts Left for propping up Mayawati for PM post
Describing the UPA victory in the trust vote as an outcome of "money power of industrialists," the Shiv Sena chief Bal Thackeray has lambasted the Left for propping up BSP leader Mayawati for the prime minister post.
"In its desperation to topple the Manmohan Singh government, the Left saddled Mayawati on the prime ministerial horse as their candidate without realising that this 'horse' is more dangerous than the horse-traders", Thackeray commented in the editorial published in the party mouthpiece, Saamana on Wednesday.
The editorial said "by raising a dream vision of prime ministership before Mayawati, the Left was making a historical blunder. Congress needs to be vanquished but using the BSP chief towards that end amounts to administering a medicine that is more damaging than the disease".
The Left parties would not mind India becoming a "slave of China" but would not tolerate the country becoming friendly with America, he accused.
"But what they have done in Nandigram needs to be condemned more than what President Bush did in Iraq," Thackeray said.
"The events witnessed in Parliament during the passage of trust vote also showed that those who talk of principles and morality are the ones who are purchased first. The UPA survival is the result of unlimited power and the money bags loosened by industrialists. This may have saved the government but ruined the prestige of India's parliamentary democracy," he remarked.

Maya's Mungeri lal dreams shattered, quips Paswan
New Delhi, July 23: Emboldened by UPA's victory in the trust vote, LJP leader and Union Minister Ram Vilas Paswan lashed out at BSP supremo Mayawati and said her dreams to become the prime minister has been shattered.
"Mayawati Mungeri Lal ke hasin sapne dekh rahi thi (Mayawati was living in the world of fantasies)". But now her dream has been shattered," he said.
Accusing the Uttar Pradesh Chief Minister of playing "opportunistic politics", Paswan said Mayawati went all out to destroy Congress and UPA, but her bluff has been called.
"The UNPA and the so-called third front has no future. Their leaders are frustrated and in utter despair," he said adding that their future was "bleak".

Cash-for-votes: SP to give privilege notice against BJP MPs
New Delhi, July 23: Angered by the charges that it was behind the 'cash for votes' scam, Samajwadi Party on Wednesday said it will be moving a breach of privilege against the three BJP MPs who have made the charge.
SP leader Mohan Singh told reporters that he has informed Speaker Somnath Chatterjee that his party would be giving a privilege notice against the BJP MPs for tarnishing the image of Parliament.
In the Lok Sabha, on Tuesday, three MPs Fagan Singh Kulaste, Mahavir Bhagore and Ashok Argal had alleged that SP MP Reoti Raman Singh and SP General Secretary Amar Singh struck deal with them and gave the cash to abstain from voting during the confidence motion.

Rashtriya Janata Dal (RJD) chief and Railway Minister Lalu Prasad elicited laughter from the treasury benches and even had Speaker Somnath Chatterjee smiling when he said in his inimitable style that the "rakshasas" (opposition) would be vanquished at "gau bela" (dusk) in the trust vote.
Speaking in the Lok Sabha during the debate on the trust motion, the RJD chief said: "The rakshasas are always vanquished at gau bela. And today too, the enemy will be defeated at gau bela. But the voting should take place just at after dusk, at 6 pm, at gau bela."
Gau, or cow, bela is the time the cows are herded back to their sheds after being allowed to graze in the fields the whole day.
Voting on the trust vote is scheduled for 6 pm and Lalu Yadav appealed to the Speaker not to change the time of voting.
He also targetted those opposing the deal, especially the Left, saying they wear "Made in America" watches and send their children to the US for studies even while railing against the US
